This is the practice of “cultivation of brood” or maintenance of racial stock.
The most obvious example of this in America is the black community. They have their own music, slang, churches, colleges, and public schools.
It’s even easier for Hispanics to maintain their racial separateness because virtually everything meaningful in America is available in Spanish, from bilingual education at every level to product labels, to automated phone messaging systems of every kind.

English-Spanish cognates (words that mean exactly the same thing in both languages). The average working vocabulary is only 6,000 words total.
Clearly, Hispanics believe learning English will lessen the cohesiveness of their brood. And we play right into their game – there are Spanish radio, TV, cable, cable news, cable sports, Sirius XM news, Sirius XM music, newspapers, magazines and a whole Spanish internet.
The Hood
In their own way, blacks are even more into the brood thing. Why paint your house every 5 or 10 years and maintain your hard – your taxes will only go up.
Why go to a four-year college and get a good middle-class job – you’ll only lose your free food stamps, free healthcare and free daycare – and actually end up being worse off financially than if you sat on your thumbs and did absolutely nothing.
Obama has baited minorities – not just with free cell phones by the million (and the government pays their monthly bills) but rhetorically. “Vote for revenge.”
“People of color,” translated, “Rise up and take what’s yours.”
