Amtswalter was an archaic, old-country word back then, harking back to the “good old days” before World War I. Amtswalter implied, to the German people, a mostly apolitical bureaucracy that did its work with German efficiency and consummate accuracy. They were professionals. Doing their job was all that mattered, and doing it well.
